The government has withdrawn July restructuring decisions for nine regions, leaving only East Sussex, Gloucestershire, Oxfordshire, Warwickshire, and Worcestershire moving forward. These newly delayed locations bring the total count of undecided regional reorganisations across England to 15. Elections for shadow councils have been pushed back to May 2028, while May 2027 local ballots will operate under existing boundaries. This cautious approach successfully minimized immediate post-announcement scrutiny from journalists and analysts who found few hidden liabilities to unpack. However, the government was quickly forced into damage control after a broadcast interview sparked internal panic over welfare spending.
