Records obtained by news organizations show the Office of Refugee Resettlement directed staff in July 2025 to send all pregnant youth to South Texas facilities, initially targeting a shelter in San Benito. Although the Department of Health and Human Services denied operating under a blanket policy, 21 pregnant minors were placed in the region over a ten-month span. Four of those minors had to be transferred out of state to access specialized medical treatments, including at least one abortion. A coalition of 48 Democratic lawmakers led by Representative Joaquin Castro continues to challenge the placements over transparency and safety concerns.
