What a Trump-Xi-Putin summit could mean – and what it wouldn’t

In short

The historic gathering is penciled in for November 18–19 and would mark the first formal three-way discussion among the American, Chinese, and Russian heads of state. While Donald Trump has shown interest in nuclear weapons negotiations, Vladimir Putin aims to shape international security narratives without Ukrainian involvement. Chinese President Xi Jinping seeks a more restrained agenda, insisting that European wars should not dominate the summit. Xi relayed to German President Frank-Walter Steinmeier that resolving the Ukrainian conflict requires European representation directly at the negotiating table.

A Trump-Xi-Putin meeting at APEC would be a coup for Moscow, analysts say, but Beijing appears lukewarm.

On the sidelines of this month’s Asia-Pacific Economic Cooperation (APEC) summit in Shenzhen, China, an unprecedented three-way meeting between United States President Donald Trump, Chinese President Xi Jinping and Russian President Vladimir Putin could take place.

“China is in communication with relevant parties regarding a meeting between the three heads of state,” Chinese Foreign Ministry spokesperson Mao Ning told reporters in Beijing on Wednesday.
