The enforcement action stems from preliminary findings that senior IAS officer Shikhar Agrawal facilitated an unverified concessional financial package and relaxed construction conditions for Goyal Fashions Pvt Ltd. In return, Agrawal and his wife allegedly bought dozens of villas across Udaipur and Alwar at steep discounts. While Agrawal was serving as additional chief secretary of industries, his current travel abroad means formal questioning awaits his return to the country. Although the formal probe currently targets Agrawal, investigators may broaden their investigation to question Mathur.
