In short

Under the 2026–2030 framework, the government will maintain at least 65 percent stakes in BIDV, Vietcombank, and VietinBank, though specific mechanisms like capital raises or share sales remain unannounced. Agribank will serve as the sole lender to remain entirely state-owned through 2030, alongside core industrial enterprises including PetroVietnam, EVN, and VEC. The plan also recalibrates non-banking commercial holdings, boosting the direct state stake in Vietnam Airlines to 86.42 percent. These adjustments affect a landscape where Vietnam had 695 state-owned enterprises by the end of 2025.
