In short

North Korea is responding aggressively to the bilateral "Iron Mace" exercise conducted between September 29 and October 2, which integrated American nuclear forces with South Korean conventional troops. Pyongyang claimed the maneuvers proved Washington intends to stifle the regime, justifying an immediate expansion of its arsenal. Meanwhile, South Korea confirmed it has detected no active signs of North Korea executing its separate threat to resume border loudspeaker broadcasts.
