In short

The initiative addresses systemic gaps that emerged after final salary pensions largely disappeared and mandatory annuity purchases were abolished. Although workplace auto-enrolment successfully boosted participation rates, many individuals have since struggled to navigate the drawdown phase on their own. Government figures reveal that nearly half of all pension pots accessed for the first time in 2025-26 were entirely emptied, leaving retirees dependent solely on the state pension.

Millions of private sector workers will be offered a guaranteed pension income for life under new rules designed to help them get the most out of their retirement savings.

Over the past 30 years, the majority of final salary pension schemes offering a set payout for life have closed. Workers have instead saved into a scheme and arrived at retirement with a pot of money they have to decide what to do with.

George Osborne scrapped the obligation to buy an annuity – a product offering an income for life – leaving many savers wondering how to manage their money.

Proposals outlined by the government on Tuesday will bring in a default option for retirees, designed to ensure that the money they have saved provides them with an income for life.

Under the guided retirement regime, people will still be able to withdraw their money or invest it elsewhere, but they will also be offered a simple option, with payments often linked to inflation.

The government said the changes would affect 17 million workers who are investing in a pension.
