In short

The People's Liberation Army Southern Theater Command reinforced its maritime and air presence to counter what it termed Philippine rights violations, while the China Coast Guard launched parallel law-enforcement missions. Tensions escalated following an Association of Southeast Asian Nations defense meeting, where Beijing alleged that an unnamed Philippine politician obstructed its participation. Manila countered that China was given ample opportunity to present its stance during the talks. Chinese authorities maintained that these coordinated patrols are essential for securing management over the shoal's surrounding waters and airspace.
