Automatic 401(k) rollovers reduce cash-outs, research finds — but few accounts reach new employer plans

In short

The Portability Services Network shifts departing employees' balances into temporary holding accounts to preserve savings while searching for their next workplace plan. Research from Vanguard reveals that cash-outs dropped dramatically, falling from roughly 50% down to 9% for participants holding under $1,000. However, only 6% of network accounts have successfully transitioned into a new employer's 401(k) as of early 2026. This transfer bottleneck stems largely from limited employer adoption, stranding most savings in intermediate IRAs.

A system backed by major 401(k) administrators aims to make it easier for those savings to follow workers to their next job. New research from one of those companies, Vanguard, shows it's helping fewer people cash out — although most of the money has yet to reach workers' new retirement plans.

Among workers with less than $1,000 in their 401(k), the share who cashed out within 10 months of leaving their job fell to about 9% from roughly 50% after their employers began participating in a new system called the Portability Services Network, according to the Vanguard research. Among those with balances of between $1,000 and $7,000, the share cashing out fell to 31% from 39%.
